Hybrid functionality, clear legibility, and context-led placemaking
Boyle & Summers were appointed to design a new headquarters and technical facility for Portsmouth Water, bringing together office, laboratory and operational spaces within a single building. The proposal reflects our commitment to placemaking and context led design, transforming a redundant site into a cohesive and high performing workplace.
The building’s hybrid nature required careful internal planning and was an important operational priority for Portsmouth Water. Adjacency of internal functions was central to the design, ensuring operational efficiency while maintaining clear separation between public and private zones. A cranked L shaped footprint supports this strategy, allowing technical areas, office spaces and public-facing functions to be logically arranged around a shared circulation core.

Legibility is a key driver of the design
The building celebrates its public entrance with a strong architectural gesture, guiding visitors through a shared surface arrival zone that prioritises pedestrian movement. Internally, circulation is intuitive and clearly defined, supporting wayfinding and reinforcing the building’s identity and openness.
Landscape design enhances existing green and blue infrastructure, including Brockhampton Springs, and introduces structured planting to buffer residential edges. The scheme integrates public realm, ecological sensitivity and operational needs into a unified design response.
This flagship project demonstrates how thoughtful, site specific design can deliver a modern and sustainable workplace that supports Portsmouth Water’s future vision while contributing positively to Havant’s built environment and wider regeneration goals.
